About Us
The Petroleum Bulk Procurement Agency (PBPA) is the only state-owned Executive Agency in Tanzania responsible for coordinating and efficiently managing the procurement of petroleum products through the Bulk Procurement System (BPS).
Under the Bulk Procurement System, the Agency deals with the following petroleum products:
- Automotive Gas (AGO),
- Unleaded Motor Spirit Premium (PMS)
- JetA-1 and
- Illuminating Kerosene (IK).
- Liquefied Petroleum Gas (LPG); and
- Heavy Furnace Oil (HFO)
The main objective of PBPA is to establish a petroleum supply system in which all players are to be assured of the security of supply at the most competitive prices possible by purchasing from a pool of imports obtained from suppliers selected through a competitive bidding process to take advantage of the economies of scale.
Steps in Bulk Procurement System
Bulk procurement involves several steps/tasks for effective and efficient process management. The steps/tasks are:
- Registration of OMCs,
- Pre-qualification of the suppliers,
- Collecting petroleum products requirements from OMCs,
- Consolidating the requirements and floating tenders,
- Tender opening and award,
- Managing post-award obligations,
- The signing of the contract and
- Managing the implementation of the contract.
When was PBPA established?
The Agency was established in 2015 under the Executive Agencies Act CAP.245. The mandate to coordinate and manage procurement of petroleum products emanates from the Petroleum Act, CAP. 392 and is operationalized by the Petroleum (Bulk Procurement) Regulations, 2017 (GN No. 198).

To provide quality and cost-effective petroleum products through coordination and management of Bulk Procurement System to ensure reliability and security of supply and contribute to the sustainable socio-economic and national development.
