Petroleum Bulk Procurement System (PBPA)  is a system established to ensure supply of petroleum products at the most competitive prices, by purchasing from a pool of imports obtained from suppliers selected through an international competitive bidding process to take the advantage of the economies of scale.

It was established pursuant to Petroleum Act, 2015 and The Petroleum (Bulk Procurement System) Regulations, 2015 and its amendments in order to govern the importation of petroleum products into Tanzania mainland.

The supply of petroleum products in Tanzania mainland is through international competitive bidding from a pool of selected suppliers at the most competitive prices in order to take advantage of the economies of scale. The system involves key players which comprise of suppliers, Oil Marketing Companies (OMCs), Marine Surveyors, Terminal Operators, and Other Government Departments (OGDs).

Petroleum products that fall under the Bulk Procurement System are as follows;

  1. Petrol
  2. Diesel
  3. Illuminating Kerosene (IK)
  4. Jet-A1
  5. Heavy Fuel Oil (HFO);
  6. Liquefied Petroleum Gas (LPG); and
  7. Any other petroleum product as the Minister may declare.

Tenders for supply of all petroleum products except Liquefied Petroleum Gas (LPG) and Heavy Furnace Oil (HFO) is through cargo by cargo.
