Demand forecasting and Supply

The Agency is responsible for forecasting the demand and Supply of petroleum products. Demand forecasting and Supply refers to the process of demand planning, or predicting the demand of petroleum products to ensure companies can deliver the right products and in the right quantities to satisfy demand in the country. In this activity, PBPA is prepared and well-equipped to: 

  • Conduct diligent forecasts of petroleum products requirements by collecting requirements for importation of petroleum products from OMCs and reconcile petroleum products forecasts with requirements submitted by OMCs and engage OMCs to adjust their orders where requirements submitted are less than the forecasts; and
  • Consolidate the petroleum importation requirements and establish delivery schedules;

Tender preparation

It involves the preparation for all required documents for tender process. So us as PBPA, we are responsible in ensuring that the documents prepared are of high standards and meet the required guidelines. Therefore, we engage in: 

  • Preparing petroleum supply tender documents, float tender, open tender, evaluate the same and award to the lowest responsive bidder;
  • Receive the Supplier’s performance bond, list of conforming banks and list of terminals where the product on financial hold will be discharged from the Supplier who has been awarded the tender;
  • Enter into a contract (shipping and supply contract) with the Supplier who won the tender;
  • Enter into a contract with OMCs
